These servers offer a fresh way to experience the game’s content at a slower, more nostalgic pace. What Makes Angmar and Mordor Special?
Legendary Servers like Angmar and Mordor are essentially progression servers, meaning that content is unlocked gradually, recreating the journey through LOTRO’s expansions in the same order they originally released. For these servers, the level cap is currently set at 60, focusing on Mines of Moria content which went live on December 4, 2024.
The Mines of Moria expansion will raise the level cap to 60 and introduce new zones, dungeons, and raids. So, if you’re planning to take on the Balrog or explore the dark depths of Khazad-dûm, you still have time to level up and prepare before the next chapter of content arrives.
Unlike the game’s regular servers, where the entirety of Middle-earth is at your fingertips, here you’ll be pacing yourself through each expansion. These servers give you the chance to experience the game without rushing through expansions or skipping over content. The slower pacing encourages players to really immerse themselves in the world, completing everything from the starter areas to the challenging group content.
What is the Veil of the Nine Event?
One of the most exciting features currently running on these servers is the Veil of the Nine event, which ties into the sinister lore of the Nazgûl.
Lesser Wraiths can appear during normal combat encounters with enemies close to your character’s level. These wraiths are a frequent threat, adding an extra challenge to everyday battles.
Deep within the depths of Moria, players will face the lurking threat of Orc and Goblin assassins, rather than wraiths. To earn rewards in hunting these creatures, players should seek out the Iron Garrison’s bounty hunters’ guild, located in the Twenty-first Hall.
Nazgûl (the Nine Ringwraiths) are much rarer to spawn and to participate in battling one your character will need to be within 5 levels of the server level cap (currently 55-60). Defeating the Nine Nazgul will each reward a unique title as follows:

What happens when a Nazgul appears?
Nazgûl spawn during the Veil of the Nine event, but the exact timing of their appearances is determined by Standing Stone Games. Players will not receive advance notice of when one of the Nine Nazgûl will emerge, adding an element of surprise and urgency. When a Nazgûl does spawn, it is announced in World Chat, allowing players to coordinate their efforts to find ringwraith’s location and communicate the location to each other. If not defeated within 30 minutes, the Nazgûl will vanish, retreating into the shadows until it is ready to strike again.
Currently, when a Nazgûl spawns, it can either appear in the open world, typically in level 55+ areas, or manifest as a shadowy portal. These portals, as shown below, allow players to access an instance arena for the battle. To join the fight, simply walk into the shadowy portal.


How to share the location of the Nazgul?
If you encounter a Nazgûl or witness its appearance in the world, it’s helpful to inform others by typing its location into World Chat due to the limited timeframe to find and defeat it. To share your exact position, simply type ;loc
in World Chat, which will automatically display your coordinates and map location for everyone.
Who are the Ringbearers?
The Lesser Rings of Power play a key role in battling the Nazgûl. These special items are exclusive to the legendary servers of Angmar and Mordor and can be discovered randomly throughout the game.
These rings are level-restricted to within 2 levels of max cap, making the Ringbearers level 58 to 60. Each ring has a limited lifespan of 10 days before it vanishes, after which it becomes possible to find it again in the world. Importantly, only 10 Lesser Rings are available on a server at any given time, making them rare and highly sought-after treasures during the event.
Update: Changes to the Veil of the Nine Event in LOTRO
The Veil of the Nine event in The Lord of the Rings Online continues to evolve with player feedback and developer tweaks. The latest adjustments are aimed at improving performance, accessibility, and overall gameplay experience. Here’s what you can expect:
- Smaller Group Sizes for Better Performance
To ensure smooth battles, the maximum group size in the arenas has been reduced from 45 to 36 players. This adjustment is expected to improve server performance and maintain consistent gameplay quality. - Lowered Nazgûl Morale
To balance the smaller group size, the maximum morale of the Nazgûl has been reduced. This change makes it easier for groups without a ringbearer to stand a better chance of defeating these powerful foes, reducing reliance on luck and ensuring a fairer shot for all. - Extended Portal Duration
Based on popular demand, the portal duration has been increased to 30 minutes, giving players more time to organize and participate in battles. - Improved Arena Mechanics
The arenas now feature improved settings to:- Shuffle players out of the instance after victory or defeat.
- Quickly close empty layers, allowing players to join other active battles more efficiently and reinforce short-handed groups.
- Addressing the ‘Green Bar’ Freeze Bug
Developers are investigating a bug that occasionally causes a Nazgûl to freeze in a state where the fight cannot progress. While reducing the group size may have mitigated this issue, further fixes are being explored to eliminate it completely. - Encounter Locations
To address concerns about gatekeeping, the developers are exploring options to announce the locations of encounters as they occur. If added this should help ensure more access to battles.
Rewards: What’s in it for You?
The deed Defeat each of the Nine will reward a unique “Veil of the Nine” portrait frame and the title <name>, Scourge of the Nine. Additionally, each one of the Nine rewards its own title.
Defeating the various enemies can earn you a currency called Tattered Shadows, while taking down one of the dreaded Nine will grant you a title and a Morgul Coin. Both the shadows and coins can be traded with Amelia, the Harried Scholar, who can be found in Esteldin (North Downs). She’s dedicated to researching ways to combat Sauron’s most dangerous servants and offers players tools to help in their fight against the wraiths.
Amelia offers cosmetic items, housing decor, and shadowed pets. She also offers useful combat tools in the form of potions and jewelry equipment. Here are a few screenshots of her offerings:






As the server’s level cap progresses with future expansions, additional tiers of reputation and barter rewards will become available through Amelia. These rewards will evolve as you continue your journey, ensuring there’s always something to work toward.
Should You Join Angmar or Mordor?

The Legendary Server experience is perfect for players who prefer a slower, more methodical progression, allowing you to really dive into the lore, quests, and dungeons at each stage.

While there is no dedicated region assignment for these servers, Angmar is located in North America and Mordor is located in Europe, making the connection smoother for players who are near these areas.
To access the Angmar and Mordor Legendary Servers, you’ll need an active VIP subscription. The VIP membership not only grants you access to these progression servers but also provides a range of other benefits, such as bonus experience, additional character slots, and unlimited access to all quest packs in the game. If you’re not already a VIP, you can subscribe through the LOTRO store, which will unlock these Legendary Servers.
Community Feedback
Reactions from the LOTRO community have been mostly positive. Many long-time players are enjoying the slower pace, as it gives them the chance to fully experience each expansion and enjoy the challenging group content. There’s a noticeable focus on teamwork, with players forming kinships and fellowships to tackle group quests and dungeons that, on live servers, might be easier to solo due to inflated levels.
However, there are also some concerns about server population as time goes on, which has been an issue with previous Legendary Servers. Once the initial excitement dies down, some players worry that the population could dwindle.
